Aaron, Ukraine never 'had' nuclear weapons. It was an administrative unit of the USSR, not a sovereign state. The nuclear weapons were in control of the Red Army and had nothing at all to do with Ukraine except that they were stationed there. The agreement that Ukraine got paid for was for access to those weapons by Russia's continuation of the Red Army to take them out of Ukraine to the Russian Federation. Also, the whole Budapest thing is a red herring about weapons, except of the fact that the 2014 Coup government in Kyiv was not a continuation of the government of the Budapest agreement.
