Like a number of supposed "unpredictable disasters", the bridge collapse was predicted. This is not the first bridge brought down by a maritime ramming of a a bridge support. Not too many years ago, an incompetent tug boat crew allowed a barge they were towing to collide with a bridge pier, moments before an Amtrak Train went onto the bridge and into the water, killing scores of passengers.

The bridge and port operators had been warned that the bridge's support piers were not adequately buffered from the damage that would be likely, in the event of a collision by giant ship. Florida took the needed steps to buffer the bridge piers of a newly rebuilt bridge, after the fact, of course, after a ship collision took down the original bridge.

It is also shocking that a hit on one pier would take down an entire bridge, like it was constructed of legos and hit with a bowling bowl.

Who could have predicted that a ship collision could take down a major piece of infrastructure?

Arthur Seyss-Inquart deliberately starved over 20,000 people to death in Nazi-occupied Holland (The Hunger Winter). Did he get credit for letting food, fuel, medical supplies in after six months of famine? No, he was charged with Crimes Against Humanity and hanged at Nuremberg.
